I had to perform this SB to fix a builder error. The SB eliminates the flange that was missed drilled. This also eliminates an inspection I would need to do otherwise.
Step 1 is drilling out the two skin rivets that attach the skin to the spar.
Next up is drilling out the skin rivets into the ribs. Here are those rivets partly removed.
And completely removed.
